Bio

As a Downtown Fresno volunteer, board member, resident, property owner, business owner, advocate, local official and now CEO, Elliott Balch has championed Downtown Fresno's development for 22+ years. As the City of Fresno’s past Downtown Revitalization Manager, Elliott led planning, funding, and designing Fulton Street, drafting a new zoning code, and facilitating development projects. In 2010 he oversaw creation of the new PBID and today’s Downtown Fresno Partnership. Later, as Central Valley Community Foundation COO, Elliott helped convene regional development, long-range planning, and collective impact work which brought hundreds of millions of dollars to the central San Joaquin Valley. A Fresno native and fluent Spanish speaker, Elliott holds a master’s in public policy from the University of Chicago and a bachelor’s in physics from Harvard.
