Jessyca Moreno serves as the Downtown Manager for Downtown Topeka Inc., where she is leading major operational, safety, and organizational transformations. She rebuilt Downtown Topeka’s BID systems, reestablished multi-agency safety coordination through the Clean & Safe Task Force, and advanced public-realm, merchant engagement, and vibrancy initiatives that strengthen stakeholder confidence.
